I think you are due for a physical. This is the kind of quasi-paranoid thinking people have when their at risk for a breakdown. This has happened to me whenever I walk under a street lamp around the corner from where I live. I always wonder why. Maybe there is a censor installed in the street lamp that is faulty...who can say?

You can whomever manages the property to do it. It's possible the budget does not allow it right now. Is it a private street? If not, then the streetlights would be the responsibility of the municipality, not the HOA.

Chances are you have a light that is hitting the light detection sensors on the lights. Try making sure your headlights are adjusted properly, as well as any foglights you may have. I had a set of foglights one time that I installed incorrectly causing the drivers side one to vibrate toward the sky, that cause me to have the same problem with some streetlights.

It's because they use Sodium in the lamp and Sodium emits a yellow light wavelength. I believe they are more reliable and emit a steady brightness over there life whereas white light emitting compunds degrade over time
